Description: The Black Alcohol/Drug Service Information Center (BASIC) is a community-based agency that provides comprehensive culturally sensitive alcohol and drug abuse services in the city of St. Louis, Missouri and New Orleans, Louisiana. BASIC was established in 1983, as a pilot project of the St. Louis Foundation for Alcoholism and Related Dependencies. In 1994, BASIC INC became a Louisiana Corporation and replicated the services in Orleans Parish, with initial funding from the Lupen Foundation. This non-traditional modality included along with Alcoholic’s Anonymous/Narcotic’s Anonymous, the incorporation of the clients culture and areas of emotional pain associated with “cultural survival fatigue” in America. The programs goal is not one of merely cessation of addictive behaviors, but one of positively impacting the lifestyle of people of color, utilizing new and innovative strategies, that increase self esteem, self worth and cultural pride. The intentional positioning of crack cocaine and heroin in urban communities across the country has caused a loveless, hopeless and purposeless reaction within urban and rural families. In an effort to make a difference, BASIC has become a pioneer in substance abuse treatment, across the country. We have set the standards for other agencies that service non-white substance abusers, if they are to be successful. Our fingers are forever on the pulse of the community, not responding to crisis but setting the trends and developing prevention strategies to deal with the needs, demands, and problems of substance abuse within the urban community. BASIC has been recognized by local and national organizations as an exemplary model of a proactive and successful community-based substance abuse treatment program.

Description: The Shamrock Club Day Treatment program provides assistance for homeless individuals who experience mental illness and/or substance abuse. In 1983, the Missouri Department of Mental Health partnered with St. Patrick Center to fund the Shamrock Club Day Treatment Program. It remains one of the key programs of the agency. People who suffer from mental illness and/or substance abuse have access to the agency’s treatment programs and its complete continuum of care. People who are homeless come to St. Patrick Center to meet with Intake Counselors. These counselors collect basic information from clients’ self-reported histories and input this data into the agency’s Client Information Tracking System. Counselors also look for clues that may indicate mental illness, substance abuse or co-occurring disorders of addiction and mental illness.

Description: The Salvation Army is the nation’s largest provider of residential drug and alcohol abuse treatment. Using a holistic approach to treating addiction, the new, state-of-the-art, 22,500-square-foot facility in Midtown St. Louis supports The Salvation Army’s mission of creating sustainable positive change in the lives of individuals and communities. The Salvation Army’s approach to addiction recovery couples traditional treatment, which focuses on modifying lifestyle behaviors with psychological, biological and social assessment that helps in determining individualized care plans. The Salvation Army believes in treating the entire person – emotionally, physically and spiritually. Creating a personalized and comprehensive treatment program provides individuals with the best chance for long-term success, stability and sobriety. The $6 million Midtown Service and Treatment Center is certified by the Missouri Department of Mental Health. The facility treats all aspects of an individual through a full range of services. The Midtown Service and Treatment Center replaces the former Harbor Light Center, which offered several residential programs with supportive services, including a 189-bed shelter for homeless adult men. The old facility also provided seven beds for detoxification services and 30 beds for residential treatment services. Men came to the Harbor Light Center, which was established in 1943, with a multitude of life circumstances: substance abuse, mental health conditions that were impairing their day-to-day functioning, physical health conditions, and lack of life skills along with financial and legal issues. Remaining true to its mission of meeting human needs in His name without discrimination, and working with St. Louis City and County, The Salvation Army evolved its substance abuse service and treatment model to accommodate not only best practice guidelines, but also a more inclusive consumer base including those who receive both public and private health care coverage. The Salvation Army continues to value its community partnerships in providing substance abuse and mental health services such as The Department of Mental Health, Assisted Recoveries Center of America, St. Louis Drug Court, Department of Veterans Affairs, Grace Hill and other community agencies. The Midtown Service and Treatment Center is the third phase of the organization’s $60 million Midtown Redevelopment Plan, after the construction of the Veterans Residence and 3010 Apartments, which opened in winter 2012 and spring 2014, respectively. The ground floor serves as a neighborhood clinic along with office space and a community room. The upper two floors will offer advanced substance abuse treatment. This project is made possible by The Salvation Army and generous donors throughout the bi-state region.
