Description: TRY provides substance treatment and prevention services to Baltimore City youth and their families that are high risk to drugs, crime and violence. TRY developed one of the first outpatient programs to establish and implement a specialty group that deals with adolescent drug dealers. TRY runs a summer program which offers a variety of experiences to Baltimore city youth. TRY accepts referrals from schools, community, home, DJJ, DSS, courts, inpatient facilities, and provides after-care curriculum for those being released from inpatient settings. TRY refers clients to appropriate modalities for services that may require additional treatments, i.e., inpatient, Job Corps, etc. TRY provides counselors who go into public schools and work with students through the Baltimore Student Assistance Program (BSAP) and provides staff training for teachers. TRY provides education, outpatient care and counseling for individuals, groups and families.

Description: Valley House has served the community since 1955 when it established the first halfway house for male alcoholics in the State of Maryland. It was formed as a non-profit to aid and assist those destitute chronic alcoholics being released from jails and hospitals. The intent was to assist in arresting alcoholism through the use of the principles of sober living, counseling and rehabilitation. It's sister house, Bridge House, was founded in 1972 to accommodate the increasing requests for services. For over 50 years, Valley House, Inc. has held out the hand of hope to individuals who have sought recovery from alcoholism. It has held out the same compassion to persons who were otherwise chemically dependent. It remains dedicated to the care, treatment and rehabilitation of the suffering addicted person. Valley House, Inc. accepts males over 18 years of age that are medically stable, can provide self care and have a primary diagnosis of Substance Dependency Disorder as defined by the Diagnostic and Statistical Manual and meet the American Medicines Placement Criteria. All clients are prescreened prior to admission to determine motivation and appropriateness for this treatment level. Clients are housed in a facility that promotes cleanliness and self-esteem. Clients are served three nutritious meals per day and snacks. All clients are subject to random Urinalysis testing and are required to attend a minimum of two (2) A.A. or N.A. Meetings per day.

Description: The Johns Hopkins Broadway Center for Addiction offers comprehensive outpatient treatment services for persons with acute or chronic substance use disorders. Drug addiction is a disorder that ultimately impacts on all aspects of personal and family functioning. Therefore, the program has a holistic approach to care delivery, addressing medical, psychiatric, social service and family needs through on-site, integrated program services. In reference to its primary service location at 911 N. Broadway, the program is sometimes referred to as the '911 Program'. In addition, the program operates a certified halfway house for female patients - the Wilson House. Services in the Broadway Center include outpatient opioid detoxification, intensive outpatient, standard outpatient, and opioid maintenance treatment. In all levels of care, patients receive individual counseling by a primary therapist/counselor who provides treatment aimed at short-term problem solving (e.g., arranging stable housing), substance abuse education, sobriety planning and relapse prevention, HIV education and risk reduction counseling, and referral and follow-up to hospital and community resources.Breath-test measurements of alcohol levels are conducted at each clinic contact and urinalysis testing for other drug use is conducted according to program guidelines. Lunch is provided at the program. Narcotics Anonymous and Alcoholics Anonymous meetings are hosted on-site during clinic hours. A variety of gender-specific groups are provided for women. BA- or MA-level certified addiction counselors and licensed therapists provide direct services. Master's-level licensed staff, doctoral-level psychologists and physicians provide clinical supervision.Services are directed by licensed psychologists and physicians with a specialty in addiction services. Programs are accredited by the Joint Commission on Accreditation of Healthcare Organizations and the State of Maryland. These publicly-funded substance abuse programs serve East Baltimore residents, providing outpatient, intensive outpatient, and halfway house services, without regard to ability to pay.

Description: In July of 2008 Kolmac Clinic opened its newest intensive outpatient program (IOP) location in Towson, Maryland. Formerly Partners in Recovery, Towson was the clinic’s first location in the Baltimore area. The office is conveniently located on the campus of the Sheppard Pratt Health System. Description: The Behavioral Pharmacology Research Unit (BPRU) is a broad-based substance abuse clinical research program encompassing both human laboratory research and outpatient treatment research. The scientific view of the BPRU is that a common feature linking most substances of abuse are the pharmacological agents that function as behavioral reinforcers that, in turn, support self-administration. Thus, while also studying and elucidating the differences between substances and the differences between different types of substance use disorders, the unit has concurrently maintained a central focus on studying and understanding the commonalities among substances of abuse. Consequently, the BPRU research program spans a very broad array of abused substances: Opioids (e.g., heroin, methadone, buprenorphine, morphine, oxycodone, prescriptin pain medications, etc.); Cocaine, amphetamines, and other central nervous system stimulants; Sedative, hypnotic, anxiolytic and similar drugs; Alcohol, the most widely used sedative drug; Caffeine, the most widely used CNS stimulant drug; Marijuana and other cannabis formulations, the most widely used category of illegal drugs; Tobacco and other nicotine formulations, the drug category with the greatest adverse effect on public health; Hallucinogens such as psilocybin, DMT, salvinorum and similar drugs. BPRU is one of very few laboratories that directly studies the effects of such a broad range of drugs administered under controlled circumstances to human volunteers in the laboratory. Major themes of BPRU research include: clinical pharmacology of abused substances and of medications for treating substance abuse and dependence; behavioral and pharmacological treatments for substance use and abuse, and integration of these two approaches; abuse liability assessment of psychoactive substances; behavioral and neuropsychiatric assessment of drug abusers and healthy volunteers, including psychiatric comorbidity and cognitive and psychomotor functioning. The BPRU is located on the Johns Hopkins Bayview Campus in the Behavioral Biology Research Center, where it has resources for clinical pharmacology and drug-administration studies, outpatient therapeutic trials, and residential laboratory studies. BPRU is the site of the Mid-Atlantic node of NIDA’s National Drug Abuse Treatment Clinical Trials Network (CTN) which serves as a venue for multi-site clinical trials research. Study participants include volunteers with a variety of substance use histories as well as healthy volunteers. BPRU studies have included work in the following areas: clinical pharmacology of drugs of abuse and abuse liability assessment; medications development research; the cognitive neuroscience and behavioral toxicity of drugs of abuse; abuse liability assessment; behavioral treatment of drug abuse, especially incentive-based contingency management interventions; pharmacological treatment of drug abuse; integration of behavioral and pharmacological treatments; psychiatric co-morbidity; behavioral assessment; neuro-cognitive function and neuro-cognitive training; HIV risk behavior assessment; controlled clinical trials research methods; choice behavior and delay discounting; pain; sleep; addiction and pregnancy; and women’s health issues. This training program has operated for over 35 years and graduates fill positions in academic medical centers, the pharmaceutical industry, government agencies, and teaching. Since 2003, the availability of buprenorphine has dramatically reduced the discomfort of detoxification from prescription pain pills and heroin. Although we do not have any "magic bullets," new medications have helped reduce the frequency of relapses and improved the odds for recovery for those seeking outpatient drug rehab services. An added benefit is that these medications have minimal side effects. For treating alcohol dependence and withdrawal, acamprosate (Campral) and naltrexone (Revia, Vivitrol) have been useful. For drug addiction rehabilitation, using buprenorphine for a period of time beyond detoxification has helped to stabilize patients with opioid addiction. We have become one of the best known, leading substance abuse treatment facilities in the Baltimore and Washington, DC metro areas - including Maryland and Virginia by advancing the use of buprenorphine as a stabilizing agent for patients addicted to opioids. Our medical staff continuously monitors the safety and effectiveness of new medications to determine which ones to make available to our patients. Description: The Division of Alcohol and Drug Abuse is a separate division within the Department, but its services cut across all other divisions. In FY’08, the division provided approximately 4,040 consultations to about 10% of the Medical Center’s patients. In addition, the Division provided 6,072 visits at its Intensive Outpatient Clinic, 4,035 visits at its Maternal Substance Abuse Clinic, and 9,000 visits in its Methadone Clinic (not including greater than 100,000 medication visits). Among the other innovative clinical programs offered by the Division with funding from the State of Maryland and Baltimore City are its Needle Exchange Program, Deaf Addiction Program, and Addiction Services for Post-Partum Women. This last program provides childcare services for addicted mothers while they attend treatment.

Description: The REACH (Recovery Enhanced by Access to Comprehensive Healthcare) Health Services program, directed by Vickie Walters, is a comprehensive outpatient substance abuse program uniquely designed to deliver medication-assisted treatment services to addicts in the communities where they reside. REACH originated as a National Institute on Drug Abuse (NIDA)-funded research project by IBR founder Dr. Joseph V. Brady in the early 1990’s, and was such a success that Dr. Brady and the late Carol Butler worked to transition the project into a full-scale clinical program. In 1991 the REACH program officially became a part of the IBR family and is IBR’s only currently active clinical services initiative. In 2011, REACH changed its name to REACH Health Services. REACH’s services include assessment and treatment planning, limited somatic care, pharmacotherapy, case management, referral, and counseling services. REACH uses an evidence based treatment approach called Responsive Step Care which matches the intensity of treatment provided to patients based on how patients are responding to treatment. Additional service provision is enhanced through a close collaboration with local health care providers. A full continuum of substance use disorder treatment services is provided in a cost-effective manner through the delivery of therapeutic services from centrally located site. The REACH program also expands access to care through the development of full service substance abuse programs or partnerships with existing psychosocial programs and their community service agencies in suburban/rural communities where services are not readily accessible. Methadone maintenance is the primary medication protocol utilized for the patients treated at the program. Currently, REACH also offers buprenorphine to recently released inmates from the Maryland Correctional Institute through a research protocol in collaboration with Friends Research Institute. Antabuse therapy and naltrexone aftercare protocols are available to patients as needed or requested and medical and psychiatric consultations are available as indicated. A medical history assessment, physical examination, serological work-up, and tuberculin skin testing are routinely performed on all admissions. Substance use detection is currently available through oral fluid, urinalysis, and blood alcohol screening/testing. All tests are administered and based on demonstrated need and in accordance with Federal Regulations governing the use of an approved narcotic drug in substance abuse treatment. HIV and hepatitis C testing are also offered on request and provided on site. REACH’s combined support from Baltimore Substance Abuse Systems, Inc. (BSAS) grants and HealthChoice and Primary Adult Care (PAC) program provides services to five hundred and fifty (550) patients. Services for all block grant slots funded by BSAS are limited to adult opioid-dependent persons residing in Baltimore city. PAC and Health Choice patients may be admitted from the surrounding counties in addition to Baltimore City residents. Patients admitted to treatment meet the diagnostic criteria for opioid abuse of dependency as set forth in the DSM-IV TR. in accordance with Federal regulations governing admission criteria for the use of an approved narcotic drug for substance abuse treatment. Further determinations are made, either through self-report or clinical assessment, as to whether the patient will be able to benefit from outpatient medication-assisted treatment services. No persons meeting Federal admission criteria will be denied admission based on race, religion, marital status, sex, age, ethnic origin, disabilities, or sexual preference. REACH was recently awarded a state licensure as an intensive outpatient program and provides a higher level of care to patients who are not doing well in standard outpatient or opioid maintenance therapies. The intensive outpatient service offers counseling 9 to 10 hours per week. Group counseling is offered 4 days per week and includes topics such as stress management, relapse management, trauma informed yoga, acupuncture, coping skills, health and wellness, compulsive behaviors, alcohol and stimulant education, in addition to many others. All patients are assigned an individual counselor and receive intensive individual counseling in addition to the group counseling. The small caseload size, fifteen patients to one counselor, insures individualized treatment services. Case management and psychiatric consultation and follow up are also provided. Patients with PAC and Health Choice from the community and from the REACH program are eligible for admission to the intensive outpatient program.

Description: Turning Point Clinic was created because the City of Baltimore desperately needed more substance abuse treatment capacity. Before Turning Point, there was no methadone clinic in East Baltimore, except for a small program run by Johns Hopkins. Branded as “The heroin capital of America” by the national media, Baltimore was reported as having an estimated 60,000 heroin addicts. It was high time, then, for someone to bring more help, hope and healing to the addicts, the Community, the Family and the Taxpayer. Turning Point was opened in April of 2003, a grassroots effort initiated by Rev. Milton Emanuel Williams, Jr. and the parishioners of his New Life Evangelical Baptist Church with the vision that this treatment center would be different. Not only would it be big, to address the community’s needs, the Clinic would also provide new approaches and program practices that would encourage more addicts to enter treatment while, at the same time, building new pathways to recovery that would encourage patients to stay in treatment. Since then, Turning Point has grown to be the largest opiate treatment clinic in the world, treating over 2100 patients every day, and more than 6,700 since its inception. As envisioned from its very beginning, Turning Point has lived up to its promise that, “The Way Back Starts Here” by successfully guiding an ever-increasing number of heroin addicts toward a drug free life. As a front line leader in the battle against heroin addiction, Turning Point was the first methadone treatment center to address fully the fact that a lengthy admission process is cripplingly counter- productive to a clinic’s success. It is a hard fact of life for those individuals struggling in the grip of heroin addiction, and experiencing the living nightmare of withdrawal, that they won’t, and really can’t, wait for the relief treatment can offer. Turning Point pioneered a revolutionary way to solve that problem. In 2011 Turning Point launched the first “Open Access” program in the treatment field, reducing the time it takes for a patient to gain admission to treatment from weeks to less than a day. By doing this, Turning Point was able to more than double our patient population in less than one year. It has always been Tuning Point Clinic’s vision that we can and will do even more to bring hope and healing to those among us trapped in the evil grip of drug addiction. It is time, high time, to move forward in this heroin war. Description: Substance abuse treatment and referral services for adults and adolescents are available. Worcester County Health Department serves primarily Worcester County residents experiencing some level of a substance abuse problem with alcohol and/or drugs. The program offers a number of different levels of treatment, at several sites. Patient placement is based on assessed individual assessed needs of each patient. In general, the program offers behavioral health assessments, DWI education program, individual and group counseling for substance abuse, gambling and/or dual diagnosis concerns. The Behavioral Health Program also offers case management referral services, family consultation, crisis intervention, urinalysis, adolescent services, and other specialized services. Anyone who feels he or she has a problem with alcohol and/or drugs is eligible for the program and fees are calculated on a sliding scale. Description: In 1972, a recovering alcoholic temporarily housed a friend in a cabin off of U.S. Route 301, about 10 miles south of La Plata. The friend had an alcoholic drinking pattern and was attempting to quit. Others in the recovering community volunteered their support and over time other suffering alcoholics used the small building as a "Home on the Road to Recovery." In 1974, a farmhouse in the Dentsville area was offered, and the Jude House activities moved there. Volunteers continued to see to the needs of men attempting to stop drinking. Supporters of the Jude House successfully petitioned the Charles County Government for use of the old Bel Alton School building for their on-going work. The Jude House opened there in October of 1979. The Jude House has grown from a strictly volunteer effort to help one man, into an organized program of recovery operated by both professional staff and volunteers. Over the years, the Jude House has responded to the needs of the addicted by offering whatever treatment services appeared to be most necessary. In 1989, a grant made major renovations possible at the Bel Alton location. In 1992, the Bel Alton building was reopened and the Jude House began its present program -- a nonprofit, long-term, live-in/work-out format. In November 2012, the Jude House began outpatient treatment in order to be able to provide a more extensive treatment plan for recovery.
