Description: The Iowa Department of Public Health licenses the Alcohol and Drug Dependency Services of Southeast Iowa (ADDS) to provide chemical dependency treatment services. Individuals and family members who experience the effects of alcohol and drug dependency may receive ADDS treatment services as well as those persons suffering from compulsive gambling. A screening is provided to each potential client. If the screening finds that the clients best interests may be met by receiving treatment services through ADDS, the person will be accepted for services. If another treatment facility appears more suited to the needs of the person, ADDS staff will refer the client to another program. Residents of Iowa receive ADDS outpatient and residential treatment services on an "ability to pay" basis. Clients pay for services according to a fee schedule determined by the clients own income. Health insurance plans may cover all or part of the cost of treatment. ADDS staff will assist in processing insurance forms. Persons seeking services may access all ADDS programs except residential treatment services through any of its facilities. Residential programs are provided through the ADDS facility in Burlington, Iowa and is located at the Lincoln Center facility.

Recovery is not an easy process, but there is help. "Community and Family Resources is dedicated to the prevention and treatment of drug, alcohol, tobacco, and gambling addictions." Addiction, like diabetes and heart disease, is preventable and treatable; Addictions are diseases that can ruin families. Community and Family Resources offers education, treatment, support, and encouragement needed to overcome addictions to drugs, alcohol, and gambling. We also offer education and workplace support for employer tobacco policy changes. The Substance Abuse Treatment for Adolescent Recovery and Success (STARS) program offers several individualized treatment options for adolescents and their families. A counselor meets with the client to determine the appropriate program intensity, treatment schedule, and expected length of treatment. Treatment topics include: substance abuse treatment, emotional health, group exercises/activities, role playing, relationship building, and learning the recovery skills necessary to implement and maintain a recovery-based lifestyle. Typically the residential portion of treatment lasts from 30-90 days and the outpatient group portion of treatment lasts 10-16 weeks and may be followed by aftercare. Adolescents are encouraged to attend 12 step meetings to further support their early recovery and help develop a sobriety-based support network. Inpatient Treatment: Adolescents participate in 50+ hours of programming each week. Intensive Outpatient with Room: Adolescents participate in 20 or more hours of programming each week. Normal length of stay varies, but can last longer than 90 days. While in treatment, the adolescent’s counselor will schedule individual and/or family sessions to review the adolescent’s and family’s progress in treatment, update/revise treatment plans, discuss discharge planning, answer questions, and discuss family concerns and/or referral options.

Description: On January, 25, 1980, a combined board leadership held its first official meeting of the newly formed Center for Alcohol & Drug Services, Inc. Description: The Iowa Department of Public Health licenses the Alcohol and Drug Dependency Services of Southeast Iowa (ADDS) to provide chemical dependency treatment services. Individuals and family members who experience the effects of alcohol and drug dependency may receive ADDS treatment services as well as those persons suffering from compulsive gambling. A screening is provided to each potential client. If the screening finds that the clients best interests may be met by receiving treatment services through ADDS, the person will be accepted for services. If another treatment facility appears more suited to the needs of the person, ADDS staff will refer the client to another program. Residents of Iowa receive ADDS outpatient and residential treatment services on an "ability to pay" basis. Clients pay for services according to a fee schedule determined by the clients own income. Health insurance plans may cover all or part of the cost of treatment. ADDS staff will assist in processing insurance forms. Persons seeking services may access all ADDS programs except residential treatment services through any of its facilities. Residential programs are provided through the ADDS facility in Burlington, Iowa and is located at the Lincoln Center facility.

Description: Seven-12 House is a 15-bed residential treatment program. It is a highly structured, gender-responsive environment promoting abstinence as the only true path to recovery. The program also recognizes that co-occuring mental health problems often accompany substance use and abuse. We measure client success both at discharge and in follow-ups done six months after completing the program. Over the past several years, nearly 70% of our clients made significant progress during treatment and were discharged as either successful or partially-successful. We find that most clients make significant progress in many areas including staying substance-free, improving mental health, employment, schoolwork achievement, avoiding hospitalizations and illegal activity, and improving family relationships.

Heart of Iowa is a special treatment program specifically developed for pregnant women and women with children. The program is designed to help women overcome substance abuse issues through a variety of programs and services. Families entering this program are residents in individual apartments on the Heart of Iowa campus. This arrangement allows the family to live in a less institutional environment while still receiving the support and reinforcement needed for them to remain drug and alcohol free. Length of treatment averages 60 – 90 days but varies with each individual, depending on need. ASAC’s Heart of Iowa Halfway House program allows recovering women and their children time to stabilize their lives, seek housing, and transition back into the community. Clients must either work or attend school and receive at least 5 hours of substance abuse treatment per week. Heart of Iowa provides gender specific outpatient treatment for women. The program includes individual, group and family counseling. Heart of Iowa has on-site child care for newborns, toddlers and pre-schoolers while the moms attend treatment. The older children also receive after-school and summer programming. Early childhood educational assessments and mental health services are also held on campus. Literacy programming, tutoring and assistance with GED completion are provided to clients wishing to continue their education. Clients receive mental health screenings, assessments and counseling as needed. Family, domestic violence, and sexual abuse counseling are also available. Heart of Iowa residential and halfway house clients receive educational group sessions on topics such as budgeting, meal planning, nutrition, parenting, and leisure time activities. Referrals are made to community agencies for career planning and job seeking. Initial medical screenings are given to the clients and their children upon entering Heart of Iowa’s residential and halfway house programs. St. Luke’s Family Health provides a monthly on-site clinic for OB checks, gynecological exams, and care. Local clinics and hospitals provide any additional medical needs as required. The Heart of Iowa campus includes 36 apartments. Families live in supervised two and three bedroom fully furnished apartments. Pregnant women may share an apartment. There are free laundry facilities located next to the three 12-unit apartment buildings. During their initial stage of their stay, clients are transported to their outside appointments. As they progress through treatment, clients begin to use the city’s mass transportation system. A bus stop is located just outside the Heart of Iowa facility. School buses transport children to and from schools within the College Community School District.

Description: The Woodlands Treatment Center provides treatment services for at-risk adolescents and their families. These adolescents have experienced delinquent, behavioral, or emotional problems, which require a structured treatment environment. We have responded to this need by providing multiple treatment services within the same facility. All of these programs are designed to accommodate the needs of both male and female clients ages 11-17. The facility is located in a rural setting on five acres of land South of Burlington. Comprehensive level of 24-hour care. There is a structured daily program from 8:30 AM to 8:30 PM. Our residential program has bed space for 28 residents. Residents attend school on-campus, and the educational program will accommodate clients with special educational needs. Psychiatric services, including medication management, are provided on-site. All other medical needs are met through service providers within the community. The treatment needs of our clients may include mental health issues, substance abuse, grief issues, behavior disorders, and sexual and physical abuse issues. Treatment services include intensive skill development to teach clients skills such as anger management, coping skills, social skills, etc., as well as individual, family and group therapy. Residents are referred to the Residential Program by a DHS Social Worker or a Juvenile Court Officer. ADOLESCENT SUBSTANCE ABUSE PROGRAM (ASAP): Inpatient Treatment services are provided through Woodlands Treatment Center, which has served adolescents with substance abuse needs since 1976. We utilize a treatment model which builds upon the 12 Step programs of Alcoholics Anonymous and Narcotics Anonymous. All services are based on American Society of Addiction Medicine (ASAM) and Iowa Placement Plan criteria. Description: The Residential Treatment Programs of Family Resources are located on the 10 acre campus known as the "Wittenmyer Youth Center" at 2800 Eastern Avenue, Davenport, IA. The Wittenmyer Youth Center campus is home to enhanced residential treatment facilities known as Bridge House, Leslie, SUMMIT and Victory House. The adaptable milieu management model at Bridge House enables the program to serve clients of varied intellectual and social functioning levels. We understand that girls respond to crisis in their lives differently than boys, therefore, the treatment at Bridge House is designed to meet the specific needs of girls. Most of the young women in our care have suffered some type of physical, emotional or sexual abuse. They carry varied mental health diagnoses and are acting outward/inward in destructive ways. Bridge House offers a safe place for girls to explore themselves, their feelings and their disruptive patterns of behaviors. Family Resources' Leslie Program is a secured residential setting for males ages 12 to 18 who are adjudicated delinquent and demonstrate a need for a secured setting based on criminal history, substance use, and/or history of elopement. We recognize the need for secured placement may vary, therefore we are able to offer flexible and individualized programming in order to best meet the goals of each resident. We utilize a cognitive-behavioral approach incorporating milieu, individual therapy, group therapy, families, and communities. The S.U.M.M.I.T. Program provides residential programming for adolescent males ages 12 to 18 years old with varying backgrounds and histories of system involvement who would benefit from a short term residential stay (3-6 months). Clients are either Adjudicated Delinquent or Child in Need of Assistance and court ordered into foster group care. Clients have either acquired delinquent charges prior to placement or are experiencing such severe disruptive at home or in the community that future delinquent behavior is probable without intervention. S.U.M.M.I.T. has successfully been used either as an initial effort, prior to longer-term residential placements, or as an alternative to previously failed placements. We utilize a cognitive-behavioral approach incorporating milieu, individual therapy, group therapy, families and communities. Family Resources' Victory House Program is a residential facility for adolescent males ages 12 to 18. The adaptable milieu management model at Victory House enables the program to serve clients of varied intellectual and social functioning levels. The residents at Victory House have either acquired delinquent charges prior to placement or are experiencing such severe disruption at home or in the community that future delinquent behavior is probable without intervention. With that in mind, Victory House focuses on victim empathy, self-esteem and family relational issues.

Residing in a safe and substance-free environment is an important step in the recovery process. ASAC provides the opportunity to ease slowly back into your normal environment while continuing to learn how to make better choices. Our halfway house programs provide transitional living options for people who have successfully completed a residential treatment program and are homeless or do not have a living situation conducive for recovery. Individuals are given time to find housing and obtain a job or become enrolled in school. Clients living in halfway houses can receive group and individual counseling, family counseling and other support services that provide a safe place to continue recovery. This is a transitional housing program with at least 5 – 10 hours of substance abuse treatment. The length depends on personal need and an individual’s treatment plan. Families are invited to attend group counseling sessions as they are available. Individuals living in halfway houses are welcome to spend time with their families while staying in one of the halfway homes. Our residential treatment program, located in Clarinda, Iowa, is designed to promote abstinence from substance use and look at positive productive changes in the client's lifestyle, attitudes and values. The duration of participation at this level depends on the client's progress, but is generally a minimum of 28-45 days in this highly structured 24/7 environment. Counseling is performed individually and in small groups. Special attention is given to developing a relapse prevention strategy and aftercare plan individually tailored for each person's unique personality and circumstances. Halfway Housing: The program’s objective/goal is to provide individuals with further counseling and clinical monitoring to support successful integration into family, employment, sober peer network, and other community resources. Individuals continue to develop skills to assist in daily living accountability and personal responsibility through a minimum of five (5) hours of therapeutic individual, group and/or family counseling while remaining in a safe and structured living environment. The halfway housing program serves a minimum of 11 clients per year. The length of stay varies depending on personal needs, goals and objectives; however, has a minimum commitment of three (3) months to a maximum of six (6) months.

Description: The Iowa Department of Public Health licenses the Alcohol and Drug Dependency Services of Southeast Iowa (ADDS) to provide chemical dependency treatment services. Individuals and family members who experience the effects of alcohol and drug dependency may receive ADDS treatment services as well as those persons suffering from compulsive gambling. A screening is provided to each potential client. If the screening finds that the clients best interests may be met by receiving treatment services through ADDS, the person will be accepted for services. If another treatment facility appears more suited to the needs of the person, ADDS staff will refer the client to another program. Residents of Iowa receive ADDS outpatient and residential treatment services on an "ability to pay" basis. Clients pay for services according to a fee schedule determined by the clients own income. Persons seeking services may access all ADDS programs except residential treatment services through any of its facilities. Residing in a safe and substance-free environment is an important step in the recovery process. ASAC provides the opportunity to ease slowly back into your normal environment while continuing to learn how to make better choices. Our halfway house programs provide transitional living options for people who have successfully completed a residential treatment program and are homeless or do not have a living situation conducive for recovery. Individuals are given time to find housing and obtain a job or become enrolled in school. Clients living in halfway houses can receive group and individual counseling, family counseling and other support services that provide a safe place to continue recovery. This is a transitional housing program with at least 5 – 10 hours of substance abuse treatment. The length depends on personal need and an individual’s treatment plan. Families are invited to attend group counseling sessions as they are available. Individuals living in halfway houses are welcome to spend time with their families while staying in one of the halfway homes. Description: Youth Recovery House is a 15-bed residential treatment program. It is a highly structured gender-responsive environment promoting abstinence as the only true path to recovery. The program also recognizes that co-occuring mental health problems often accompany substance use and abuse. We measure client success both at discharge and in follow-ups done six months after completing the program. Over the past several years, nearly 70% of our clients made significant progress during treatment and were discharged as either successful or partially-successful. We find that most clients make significant progress in many areas including staying substance-free, improving mental health, employment, schoolwork achievement, avoiding hospitalizations and illegal activity, and improving family relationships.

Description: The Iowa Department of Public Health licenses the Alcohol and Drug Dependency Services of Southeast Iowa (ADDS) to provide chemical dependency treatment services. Individuals and family members who experience the effects of alcohol and drug dependency may receive ADDS treatment services as well as those persons suffering from compulsive gambling. A screening is provided to each potential client. If the screening finds that the clients best interests may be met by receiving treatment services through ADDS, the person will be accepted for services. If another treatment facility appears more suited to the needs of the person, ADDS staff will refer the client to another program. Residents of Iowa receive ADDS outpatient and residential treatment services on an "ability to pay" basis. Clients pay for services according to a fee schedule determined by the clients own income. Health insurance plans may cover all or part of the cost of treatment. ADDS staff will assist in processing insurance forms. Persons seeking services may access all ADDS programs except residential treatment services through any of its facilities. Residential programs are provided through the ADDS facility in Burlington, Iowa and is located at the Lincoln Center facility.

Description: The Mount Pleasant Mental Health Institute provides active inpatient treatment to adults through the following programs: Center for Psychiatric Care (Adult Psychiatric); Iowa Residential Treatment Center: IRTC (Substance Abuse); Dual Diagnosis Program (Psychiatric & Substance Abuse). The facility is operated by the Iowa Department of Human Services, under the directorship of Charles M. Palmer and under the leadership of Richard Shults, Administrator, Division of Mental Health and Disability Services. The facility's superintendent is Ron Mullen. The Center for Psychiatric Care's team is headed by a psychiatrist and includes a psychologist, nurse, social worker, activity therapist, and residential treatment worker. Both the Iowa Residential Treatment Center and the Dual Diagnosis Program are headed by a treatment services director and includes drug abuse counselors, psychologists, nurses, activities specialists, social workers, and residential treatment workers. Other disciplines may be included depending upon the individual's needs. Iowa Residential Treatment Center: Voluntary admissions must be pre-screened by a licensed substance abuse agency, which then makes the referral. The agency can either be in the community or it could be a hospital that has a Chemical Dependency Department whose counselor conducts the pre-screening. Involuntary admissions may be referred from the court, the Magistrate/Referee, the individual's attorney, or a hospital where the individual has been for detoxification or a 5-day custody hold.
